This is Effie after being separated from the Capitol. The production deliberately removes the flamboyant wigs, bright colors, and extravagant Capitol styling. District 13 has strict clothing rules, with grey and utilitarian clothing replacing Capitol fashion. Yet Effie still finds ways to make the uniform fashionable.

Character details
This is a fantastic cosplay option because the costume is intentionally DIY-looking. The designers described Effie's District 13 wardrobe as an exercise in figuring out what she could do with only a handful of standard garments. She might turn a shirt into a dress, use tights creatively, or wear a sweater as a head covering.
